Cyprus Extends Urban Planning Amnesty Scheme Deadline to June 2025 Amid Rising Applications

The Ministry of the Interior has declared a three-month prolongation of the Urban Planning Amnesty Scheme, now set to conclude on June 23, 2025.

Since the initiative’s inception on September 23, 2024, there have been 948 applications submitted throughout Cyprus. These submissions break down as follows:

– 310 in Nicosia
– 279 in Limassol
– 92 in Larnaca
– 204 in Paphos
– 63 in Famagusta

A significant portion of these applications, specifically 89%, are related to legalizing modifications made to residential properties.

After evaluating the scheme’s uptake and receiving counsel from the Cyprus Scientific and Technical Chamber (ETEK), the Ministry decided to extend the scheme’s deadline by three months, now ending on June 23, 2025. This extension is in response to an uptick in application submissions.

The scheme permits the legalization of minor planning violations or overstepping building regulations, with fees contributing to the Special Affordable Housing Fund administered by the Cyprus Land Development Corporation (KOAG).

This scheme is applicable to various building types, including residential properties, offices, factories, farms, warehouses, retail outlets, and leisure facilities such as restaurants.

To be eligible, the building must have a valid planning and/or building permit, and any unauthorized alterations must have been completed before September 13, 2024. A private consultant must verify these modifications with an official declaration.

Applications are to be filed online via the “Ippodamos” system to the pertinent local authority.
